If you have time, Buy from Dubai. Or by from India. India gold is good too and the designs are nice. Cheap will be Dubai or India only.
Dubai is good but some local should take you to the right shop and give you a good bargain. I am not sure of the duty free shop but simple rule of thumb is :
1. Calculate the international worth of Gold at current rates like 1gm = $ 20. Then add max. 5% for making charges.
If the price difference is too high, just come to India and get it. Gold prices are going down and so the max. you delay it might be good.

I just read the OP and my advice is as follows .
If you are traveling via Dubai either on Emirates / Etihad ( Abu Dhabi ) , you get a 96 hour Visa ( for Canadians) for free or a minimal fee.
You can buy your jewelry in Dubai itself w/o carrying any bars and you will still get a very fair deal ...Visit Gold Souq in Dubai or Ajanta Jewelers etc in Abu Dhabi..
The market is fair there and the purity of ornaments more authentic then in India .. This way you can have the best of both worlds ..... In India except Tanishq its hard to trust the jeweler's claim of purity ... Tanishq is from Tata hence reliable.

Thanks for correcting me for the Visa.
We do buy @ the Deira Gold Souq and have never been disappointed .I do not remember seeing so many shops and so much gold in a single cocentrated market anywhere.
One advice though - do not take car to the souq - in fact cabs are so cheap in Dubai - I would not advise anyone to drive there .
Though the making charges in Dubai (and other GCCs) are higher than in India but the purity of gold is more authentic and reliable.
