I am still unable to find out who is eligible for Aadhaar cards - the website states all residents of India - does that automatically mean even foreigners currently residing in India? Maybe some local can shed some light.

Aadhaar card is a card for identity (foremost). So it is available for anyone present and living in India. This includes foreigners and illegal immigrants too.
However Voter card / Ration card is available only to Indian citizens.
I am a Canadian citizen and I showed my cdn. passport as a photo identity card and got my Aadhar card.

Wait until Govt. finds a new way to make money for the middlemen/contractors few years down the line.
It will then be called 'Shaandaar Card'. All in one. Let's wait for the Govt. to change in 5-10 years for this.
Why not create a single SIN/SSN type card - once and for all, for God's sake?
When they rolled out Election card, they said it will be the one and all. The after a few years, it was PAN. Something conspired between the Govt. and Infosys (Nandan Nilkeni), and boom - you had Aadhar now. To make matters more confusing, you have the Supreme Court of India that ruled Aadhaar cannot be made mandatory.
For NRIs and outside Indians, it's the same. PIO. Oh, wait! Let's do OCI. No, no... Let's make PIO lifetime valid. But, you know what abolish PIO altogether, and go for OCI. 10 years later, it will be called something else. Get in queue, spend your Dollars, and get thrashed around.
Go figure. When the Govt. is confused itself, then you know the spate of the country. Ravish sahi kehta hey.
No one is effing serious in the country of billion people. Joke bana kar rakha hua hey desh aur Governance ko.

I agree and disagree with you.
As far as I am aware, Aadhaar is the ultimate card. It is ultimate since it contains your finger prints and it is biometric. So it is unique and only one person can have one.
On a side note, my question is, can it be duplicated/ can a fake be made? It is possible as Aadhaar is supposed to be used for every govt. service and can one really compare it with a billion finger prints / bio metric to prove that it is a original.
To the main point : Yes. As we evolved, we had different ID's like Election card, National population register, PAN card but Aaadhaar is the ultimate and should be the ultimate.
However, I was a bit disapointed to see that any one can get a Aaadhaar card and they are really not very strict on your address. I was able to give the address that my bank pass book had (which was not allowed to be used for my gas connection / ration card / DL etc..). Aadhaar can be used as a proof of identity but thenAadhaar identity is not fool proof. So that is one of the drawbacks of Aaadhaar. It can be used to establish your identity and nothing else.
Feb, I agree that a lot of money was wasted to get to the Aadhaar stage. if the SC has been wise, they should have ruled that the Aadhaar card should be a one for all card and also seen that Aadhaar card is fool proof. May be that is what is our curse as we started 200 years after the Europeans and so we will have all this ups and downs before we are developed.
