Hi,
I would like to know what's the process and Time lines for a foreign student to get a PR in Quebec.
What's the restriction's, Do they HAVE to reside in Quebec itself. if yes, for how long. when can they move our of the province.
Can they work in another province .
etc.
what's the pros and cons of PR in Quebec verses Ontario.

I will provide you with all of the materials at hand currently and you can explore the same at a later date when you are free to do so on your own.

For entering as a Student, the Quebec Province has their own requirements and you have a link provided at the bottom of this. It is a little more lenient and I do not want to call it simple, but it is also a standard procedure. Will help you if you need further assistance in that.

The time taken will be less than SIX Months if you study the links provided under this. But you need the Qualifications and funds to support your application for an entrance to any University for a Degree or to a College for a Diploma. Also you may need a language proficiency to get by. (Not a legal requirement)

Legally there are no restrictions for you to stay in Quebec after the studies. But it needs a lot of explaining for me to do here. So, I will post it under this for you to study the same.

First thing to know before you enter into Quebec to study will be, Is the qualification recognized all over Canada, AFTER you Graduate. If you wish to stay and work there in Quebec is there a requirement that you qualify for a PERMIT and also a Certification to work after your graduation, such as Engineering and Nursing and there are a lot of other professions call for such a qualifying for that job and ONLY after which they will only allow you to work with a certification. Even then, the next question that arises is "ARE there jobs for such a qualified person?" If it is a dead end Subject that you study and look for a work permit, you will probably go hungry for a very long period. Also all of these are based upon the language skills that you develop here while you are living alongside with them. And if you do not succeed in this, it will be leading you to your own down fall.

You will feel that you will get a more deserving position anywhere in any other part of the world."

Their intentions are to keep the foreign trained students or retaining of the foreign students with sound education and training is true. Everyone is after them and so they do make a bee line into the Province of Quebec. They are also amongst one of the largest university towns in North America. The people who can overcome the language barriers get well-integrated, because they have a degree, they bring incredible diversity and form their own well knit society, right there amidst the French Quebec population.

Temporary workers are also seen as getting well-integrated there and become valuable to Quebec, will you be one too, you have to answer to this.

Having said this, only a retention rate of about 20 to 30 per cent have stayed behind and also a lot of them leave within an year of completion of their training. But that this number still lags far behind places like Ontario, or Vancouver as the good job opportunities are far more and advancement opportunities are great there.

In Quebec's 2015-2016 economic plan, the province earmarked $42.5 million over five years to help immigrants and ethno-cultural minorities contribute more to Quebec's development, But that was found insufficient. Because the funds are not available in these economic days of down turn to help further the cause. There is a new policy getting formulated now to a NEW enhanced five-year action strategy from 2016-2021, and once again you as a single individual student will not benefit anything from it.
