Getting H-1 from Ottawa?

A friend of mine is on a working visa in Canada (Ottawa). He has got a job in Chicago. Right now he has a visitor visa to USA (that's how he went to Chicago for interview and got the job). Can he apply for H-1 in the US embassy here in Ottawa? Or the employer should file for H-1 ?
Any suggestions is appreciated.
