I'm currently staying in Mississauga near Square One mall. I'll be taking up a new job in Toronto Downtown near Union Station. I don't like to spend 1 hour in commuting.
Can someone recommend me a safe neighborhood near Union station please? I'm okay with maximum 30 minutes commute time. My budget is $1,300. I'm also looking for a preschool and elementary school (with kindergarten) nearby.
I looked at the other threads where someone recommended Islington-Bloor intersection. I did a search and I found that 24,25,52 Mabelle Ave and 50 Cordova Ave have been infested with bedbugs (bedbugregistry.com).
Any other better apartments? Or should I probably look in North York area?
I would suggest near Jane station (annette), Islington, Kipling stations.
On Royal York raod (near the lake) is a GO station that has trains to union. I used to live at Elizabeth Street in it which had an Apartement (but run down). Rent was very low.
Dundas steet west is also a good place to be, thought it not not full of Desi's. It has more white people but it is cheap.
If Mabelle has bedbugs, then try near by ones. That area is lively and has lot of support services.

A few people who did live there asked the searchers to look for a place in those areas, because of their requirements. Also it might have been budget related too, in a few threads.
For you, all I can say is that you have to be realistic and be flexible with the timings that you have posted, if you are also looking for schools in a few areas. Then again you will look for a good ratings for these schools, where you want to send YOUR children to. As far as Kindergarten schools are concerned, you are looking for a decent baby sitting service, probably free ones. (They all are free anyway) But at times you might require after school retention of your children and for a fee. So, I will provide here under a link and use it to your advantage.
Looking at the TTC Subway schedules and the dollar budget, you can go as far as Steels upto the north and still make it back home within 30 minutes, give or take a few and still find a very decent Apartment with a parking spot, whether you need it or not under $1300. So, look for the Schools and the baby's requirements to accommodate and find a middle ground.
But please take a ride through these areas with the spouse and the kids too just to get a feel of the area. Also look for a Good Friend close by if need arises that you should ask for help.
These are my suggestions to you.

Find near victoria park subway , convenient and cheaper apartments
If you find on that side (Vic park) than Scarborugh will be your place to viist whereas Islington / Kipling is closer to Mississauga where Desi's are.
Many Vic park apartments are occupied by ME people and you may not like the crowd.
Islington has many North Indian people and also closer to Sq-1 which is the gathering place of Desi's.
