Drive Clean fee to be eliminated in April.

And Ontario government plans to develop an app to allow your car’s emission data to be uploaded.

While owners of vehicles seven years and older must still get and pass the emissions tests, the government will cover the $60 million annual tab as promised in last February’s budget.

But with any luck, dropping the car with a mechanic for a Drive Clean check could soon become a thing of the past as the government develops a new smart phone app, Murray told the Star.

It would send emissions and performance data uploaded from newer vehicle computer systems to the government via telematics. About one in four cars have such systems built in.

Positive results would result in vehicle owners getting clearance for licence plate renewals and negatives indicating improvements that must be made to get pollutants and emissions to appropriate levels.

“We’re hoping within a year or two that people will not have to go to a garage at all,” Murray said Tuesday, noting that would cut costs for government and save motorists time and inconvenience.

The fee waiver is being delayed until the government’s new fiscal year begins in April to avoid possible computer glitches. An exact date has not been set but officials said it will be early in the month.

ONLY first test is free...if Vehicle fails in initial test then rest of all test and applicable fees has to pay by customer...

see below for more details:


1. The initial light duty emissions test for registration renewal is free, regardless
of the test result. The OTU will determine whether an emissions test is free.
The Vehicle Inspection Report will also clearly state whether the emissions
test is free.

2. Diagnostic fees and monitor setting fees are not eligible costs toward the
Repair Cost Limit.

3. Repair Cost Limit will be annually adjusted according to the Consumer Price
Index, starting in 2018.

4. Resale vehicles do not require emissions tests. However a test is required for
a spousal transfer if vehicle is due for regular biennial testing.

5. Consecutive conditional passes are not permitted - a vehicle that receives a
conditional pass on or after April 1, 2017 will be prohibited from receiving a
conditional pass on the next test cycle.

My plates renewals is due in june and last time it was hassle to get clean emission certificate due to "Check Engine" light does not go despite clearing the codes and what not.
the mechanic gave me an estimate of $500+ some oxygen sensor needs to be replaced..as its 2002 Honda vehicle and don't wanted to invest any money as long as its not safty issues and tweeking the test results every renewal is night mare.
Now that I have one chance to get free test, I should be carefully reset the codes before attempting the drive clean test..
any other suggestions to handle this issue other than selling the car :-)

Is Engine light still on or it comes on and off intermit?

Basically all Drive clean test facilities are inter-connected with MTO website.

Previously when you were going for Drive clean test that time physically Technician was doing tailpipe test....means running the car and getting all datas and recorded on the computer.

Now test is done by just plug cable with your car computer to read all the data. So if Engine light is on than car computer ECM/PCM will bypass all your emission data and MTO computer reader is not able to collect the emission data and set results as a "Emission test fail".

You can get conditional pass for one time only now onwards if cost of repair is more than $450

"Repair cost limit (RCL)/ conditional passes:

Increase the RCL in accordance with consumer pricing index (first increase takes place on January 1, 2018). The RCL in 2017 continues to be $450."

Hi RBO,
The check engine light is always ON and the mechanic told me that some oxygen sensors needs to be replaced and it will cost more than $500 and its not worth for this vehicle as its not impacting the performance or safety of the vehicle.
Last time he resetted and asked me to do the test and I luckily got away and lived 2 years..now again I have to do the same exercise and pray that it will be resetting duration of the test.
Worst case, I will have to use the conditional approval this time and pay for 2 years and get rid of the car at the end of the 2 years.
As this is fully paid and fully loaded Honda accord with low milage and wanted to retain as 2nd vehicle.
