It is unclear to me if they levying (unfair) penalty for Indian passports expired between January 1, 2005 and end 2007 if it was not used to travel to India. Passport surrender rules came into effect around May - June 2010.

When I went to Indian consulate in Toronto last week for my kid's passport renewal, I was told that it would take 2 weeks to get the passport by mail. The Uber driver dragged the cabbie for 20 feet and ran a red light as he was scared for his life. The cabbie might be Sri Lankan too as he was really dark skinned, so my apologies if he wasn't Indian.
