You can download, complete and remit the fees via mail to the Indian consulate and the PIO card (like a passport, with 6-8 pages for stamping) will be mailed back to you. PM me if you need to know more details. I have gone through this few months ago and have had no issues flying baby to India on his canadian passport alongwith PIO.

   PIO card: ...Hi rajcanada, I opted for PIO only because of the processing time relative to OCI. Regarding the questions, I clarified with the helpline for Indian Consulate that for sections 13 and 14 of the PIO card application form, the applicant's passport and other details are sufficient. Parents and/or spouse details are not required. Initially the wording of the sections seemed confusing. Thanks, VD

As they are Anglo Indian's may be they might adapt to french culture but still cold is a strong detterent. Most likely its just an eyewash and they would be satisfied . If not then maybe they will come back to you in a couple of years IF CRA shares info with them which is highly unlikely (CRA doesnt have enough staff and resources) - if some how they come to know through CRA about your SIN , then you always admit a mistake later.
