Overhauling the process of visa applications for travel to the United States, the American Embassy on Tuesday announced a new system under which fees will have to be paid in advance and will be non-refundable and non-transferable. The system, which will take effect from October 3, is expected to reduce the time visa applicants have to wait for an interview, a senior US Embassy official said.

A Canadian PR with Indian nationality living in Canada is fully entitled to apply for a US Visa from an US Consulate in Canada as long as the applicant books an appointment with the consulate of his/her jurisdiction. Of course, you will be required to prove your ties to Canada such as employment, pay stubs, bank statements, property deed or rental lease, utility bills, etc, etc, etc.
Also, as a Cdn PR, you need not pay the reciprocity fee (I am not sure if this fee still exists or not). There used to be a $100 USD reciprocity fee for Indian nationals who are not CAD PRs.
For applicants with appointment at the Toronto US consulate, at least in the past few years, you always had to pay the application fee at a Scotia Bank branch before entering the consulate. You just had to present the paid receipt during the interview. Hope this helps.
