Jobless in almost every other major Canadian city — even those with lower unemployment rates — have a better shot than Torontonians at qualifying for benefits, according to a new study by a coalition of business, non-profit and labour groups to be released today

while on ei, can one get some loan/grant at a beneficial rate for starting own self-employed business venture - any inputs welcome please

If I am not missing some important point to notice, EI is not welfare. Then why EI is being discussed in that context. Please clarify it if I am wrong in feeling so.
