Police Verification and Gap in Work Experience

I plan to apply for the immigration in the independent skill worker category from New Delhi, India. I require inputs on the following points:

I have lived in USA for a period of 1 year and UK for another 10 months.In such a scenario how do I go about obtaining the Police verification details?.Any input on whom to contact for getting the required details will be quite helpful.

Will break in work experience of around 3 months in the current year be a problem in filling the application?Is it mandatory for one to be in continuous employment for let's say last 1 year from the date of filling the application ?

FBI for US police clearance procedures.
For UK, the local police where you resided.
the break in employment is not a problem.

since this person is in India, how would he/she contact FBI and UK police? would you recommend going through friends to these agencies and getting the required forms? in that case who will take the finger prints properly in India on an FBI form?
should the person be approaching the local consulates?

he/she can go through a friend for forms. Finger printing can be done at nearest consulate/embassy.
