Is it true that if you study french full time, you are exempt from paying international fees? Could students studying in Quebec kindly respond?
Also, I have heard that you can apply for a PR from quebec if you are one year away from completing your studies. Now this is a bit fuzzy to me. Does it mean that your student permit has to be valid for one year? Does it have to be full time studies? I plan to study French part time for 6 months and then apply for a few courses until I get the PR. Is this possible? Or do I have to be enrolled full time?
I know not very many people talk about Quebec in this forum. It is hard to get answers to the questions that have something to do with Quebec.
What I know is if you study fall and winter in University of Montreal as a full-time student, the fee is about Can$1650 per semester. If you do short term courses, fees are expensive. I am not sure about resident and non-resident fees and my guess is that it only applies to those who are pursuing degrees like BSc and MSc etc, not language programs. That's the way it is in the United States anyway. This link has more info on fees.

For the second part of your question, this link may help you.
http://www.immigration-quebec.gouv.qc.ca/anglais/immigration/students/step_foreign_students.html
At the top of the page you will find this sentence:
" Here is an immigration process tailored especially to you, a foreign student in Québec, one year away from completing your studies. A Personalized service - Foreign students has been set up to make the process easier. "
Good luck finding more info.
