A friend of mine immigrated to Canada 3 years back and went back due to family reasons. He has stayed 3 years away and his PR card is expired.
Is there any way to activate it's validity without reapplying.

The validity of PR card is 5 years , hence your"friend"s card will not expire until 2 more years
It is a different thing that your "friend" might lose his PR status for staying away for 3 years
Any expired PR cards cannot be "renewed" but reapplied with new photo + fee

How much is the fee for re application ? So one does not need to go thru the whole Imm process if PR card expires ?
