IELTS results submitted with my application was 7 months past 2-year validity at that time. I had scored 7.5 average. With this I submitted other proofs such as marks scored in English in various academic exams, years of experience in English speaking work environment, etc.
However, CHC London has bluntly instructed me to give new IELTS results or else they are likely to give zero points for English. Is this normal? I had assumed that with good score they will waive the requirement, since IELTS is not obligatory as per CIC rules.
Kindly advise.

But it seems like best thing is to prepare well and do it again.
I strongly recommend you to give IELTS again, and for your information for Immigration purposes IELTS is valid for only 1yr and for study visa the validity can be of 2yrs.
and therefore CHC london asked you to give IELTS again or get zero points. they are very right in doing so.

I have had similar situations before and have successfully argued that an expired IELTS is a very good proof of language proficiency. I have been refused bluntly several times too.
So, you can keep fighting them and if you are patient and have money take it all the way to Federal Court [if they refuse your application for lack of language points].
The cheaper and faster alternative is to retake IELTS. This is what most people end up doing and I also recommend this.
