All goods are free of duty - provided they are on the Goods to Follow list. There is no weight restriction.
I dont know what docs he will require to send goods, that he can check with the moving company. However once the goods arrive here, they will be taken to the nearest Customs Bonded Warehouse. Your friend needs to go to the Customs warehouse with his documents (his permanent residence status and his Goods to Follow list). The Customs Officer will verify the loading document with the Goods to Follow list and release the goods. He will write on the Goods to Follow list that all items have arrived and stamp the document. (Retain this document - its useful in the future if you have to move goods outside Canada and then bring them back again).
If you have contracted for door-to-door delivery then your movers will pick up the Goods from Customs Warehouse and deliver to your address. If you have contracted for delivery to destination city in Canad (no delivery address) then it is your responsibility to arrange for goods from Customs Warehouse to your residence.
