I wonder how money will speed up the process, when we know that there is annual quota?

Before answering your reply as well question I would like to say something:-
\"Baap bada na Bhaiya, Sabse bada Rupyia\"
coming to your question I would say, by spending money the manpower working in visa offices can be increase for ex if at present there are 10 officers working in delhi, the no can be increased to 20 and the cases processed in a single day will be doubled\"
2) the infrastructure of the offices can be improved, for ex more computers can be put in offices which will ultimately double the efficiecy of the employees in visa offices.

what is written on the chc web site is:-
\"The funding provided will allow for an increase in operational capacity for federal departments to more efficiently process applications and start to reduce processing times.

Together, these measures will help make the system more responsive to varied labour market needs, support improved immigrant outcomes, and streamline the system in order to enhance the processing of applications.\"

I think at present the quota in New Delhi office is still not fulfilled. The reason being because of 2001-2002 backlog. waiting for 5-6yrs to settle in Canada is a long time and the govt has taken 1st step to reduce the processing time. We should cheers  for the govt if they reduce the processing time for immigration.

I read somewhere that the 2001-2002 cases were freezed by federal judge after change of rules and that is y there is so much delay in their processing.

They want to decrease the waiting time over 5 years. First announcement of increase of yearly quota over 5 years to a level of 300000, would mean more of staff and resources. So that is why this outlay of additional funding, to meet those challenges. But it is spread over 5 years and nothing immediate. So in short term there would be no difference felt.
