Dear Sir,
I am an indian student in Germany. i am doing M.S since oct 2003.
i have few doubts before filing my form in Berlin CHC.
**I got overall score of 7.5 (listen-8,read-8,speak-7,write-6) , so i got 65 points instead of 67. but meanwhile , i am going to finish M.Sc in April 2006. so i will get 68 points after april.
**i have a vaild 11 months germany visa from now.
i would be grateful if some one answers my queries.
1. Some people say at the time of application i should have atleast 1 year visa. some people say, it is not essential, i should have stayed legally 1 year in germany . so i can apply.
Can i apply through Berlin CHC with the 11 month germany visa or not?
2. Can i write a covering letter (& file my application) - stating that i will finish M.S degree by april 2006 & i will submit the document later like that.... . so that my application will be under process. i donot want to waste 5 month time. becoz processing time in germany is much faster than in CHC - Newdelhi.
Can i do the above one & apply?
i will take a decision based on your replies. kindly help me asap.

1. You can apply at Berlin
2. You can tell them you will be completing your MSc in 2006. It does not guarantee anything. If the embassy assesses your application and you don't make the 67 at that time, they will point blank refuse your application. You can only hope that they will not assess your appliocation until April 2006. If I were you, I would wait until I have at least 67 pts in my hands [or pocket, whichever you prefer].

Thanks for the reply. now i got some idea. i will decide now whether i can apply b4 getting M.S degree . if i apply to berlin CHC now, i should hope that they wonot access my application before May 2006.

Just be careful. Berlin may be slightly faster than most Canadian embassies.

Thank you very much once again for your valuable suggestion.
Initially, i thought about your 2nd idea to wait for my M.S degree to get completed.
But if i wait now to complete the course, the GERMAN goverment wonot issue any VISAs for students who completed their education. unlike , north america, here government is giving visas for every 6 months or 1 year only.
Now, i am thinking to take some risks, (before my Germany visa expires)so i am planning to file my application.
my final question to you:
If they reject my application, can i reapply without paying the 550 CAD $ after 5 months? or will they give me an option for me to take IELTS again to improve my points from 14 to 16?

Dear Bala,
If application is refused, you'll have to pay new application fees and your application will fall at bottom of queue once more.
Yes, you may reapply, also your only option to save your application is to improve your score before decision is made.
It is possible to improve your score once you lodge the application because assessment is made on the basis of IELTS score that is last that you submitted during the course or at the time of submission of application.
It is unlikely that they will give you chance to sit in IELTS once more because Visa officer is supposed to decide application on the basis of information they have at hand.
