Can someone please help me understanding the process of getting police clearance certificate in New Delhi. I have sponsored my parents and its been approved by CPC Mississauga. Now my parents have to file the application and one of the requirement is to attach PCC. When my Dad went to Police Station, he was told they need letter from embassy asking for PCC. I don't understand how can we have the letter unless we file the application and we cant file the application without PCC. On the checklist its very clearly written that attach all required documents and in the absence of any document application will be returned.
Its Catch-22 situation or Police is just trying to harass. My old parents are stuck in this red-tape. Can someone please suggest what is the best way to get out of this.

You can apply for PCC at passport office. They have the required form which you have to fill in.. Polic Stations get the request from PP office.
If your parents have new passport (issued in last 6 months) then they will get PCC without going to Police station.

Print out the PCC request letter from the CIC website. Then take that to home ministry/Police headquaters in Delhi. I dont know where the office is located. Ask a consultant if you have to. Take passport with you and photocopies etc. Best of luck.
if they canot get a PCC from the passport office then they can file an affidavit (on stamp paper and signed by a notary public) stating the reasons why they could not get a PCC and also declaring that they donot have any case registered in india.
I did this in 1998 and New Delhi accepted it (though not for parents but for my self immigration)
At a later date (once you file and get the confirmation from New delhi) if you get a PCC you can mail it to them.

Thank you all. I will suggest the alternatives to my parents. I still can't understand why its so complicated to get PCC. My parents took the Checklist and the Suggested Format from the CIC website, but police didn't even look. I guess something will never change, no matter how much progress India makes. Thanks guys once again for your suggestions and wishes.

I got a PCC from the passport office even though my passport is quite old and issued elsewhere.
However, my consultant told me that passport office-issued PCCs will not be accepted by the embassy unless your passport is less than a year old.
PO doesnt issue PCC w/o police endorsement .So it shd be accepted .
Best place to apply for PCC is Emabassy , if abroad or Passport Office if i India.
Not sure abt how many palms 2 b greased though
