why does CHC require medical for visitors visa for parents?My parents have been asked for medicals for visitors visa?Will they give visa after that?

This question is not immigration realted. You do not need an expert to advise on this one.
Let me try to answer your question. Canada is struggling with health care very badly. If your parents come here and they do not have any medical coverage, you will be in great trouble. If you do not have any money to cover that cost, government (on the humanatarian ground) have to provide medical, which is anyway becoming very expensive.
So they insist to have medical insurance before you come to Canada. Mostly when they asked for medical, they will issue a visa, but you never know. I think you can get your money back for the insurance if their visa are denied.

The canadian government does not want people who have infectious or contagious diseases which could be spread to the canadian population and partly becuase of garvo's reasoning
