Hello,
I had done by intial landing early Jun 2003 and returned back to Bahrain within 13 days. I did not apply for OHIP, as it would anyway be ineffective as I would not have complied the requirement of minimum stay period in the country
I now, plan to move permanently to Toronto. As per OHIP, a landed immigrant is not covered for insurance until 3 months of landing. Technically, I have met this criteria.
Can I now apply for OHIP and be covered for health services, or the 3 month waiting period applies from the date of re-entry.
Regards,

So, you need to apply for OHIP as soon as you arrive. Once you apply, it'll take three months to become covered. If anything happens before your coverage comes into effect, like an accidental injury or sudden emergency illness - you'll have to pay those expenses yourself.
That's why most new arrivals buy at least a basic "visitors to Canada insurance" policy. It'll usually only cost a few dollars a day, and it's way better to be safe because medical bills in Canada for those not on provincial coverage are expensive.
