2) Isthe cert necessary for me to start work in a firm
3) How many times in an year am I eligible to apply for the test?
4) How do you rate the test for difficulty?

You should find all info here at these two sites. I have heard that now they are little more liberal for the canadian experience and Professional Engineers of Ontario (PEO) issues a provisional license to start gaining your canadian experience.
