tamilkuravan: U talked about Indian govt. employees. Personally I don't know which area of Govt. employees or for matter even many private areas employees work quickly. Ever gone to a bank. 2 ppl in front of you and it takes 25 minutes for you to reach the window. In India, there are 30 ppl in front of you and takes 25 minutes. And god forbid if they have to count 95$. Takes them min. 2-3 minutes to take the bills out and count 95$. In that time in India, they count more than Rs50000. Just because there is heavy volume of ppl. in front of you, no electricity, either it's too cold or hot we get irritated but we don't get irritated at these ppl. just being rediculously slow.
Check out 30 things at a store like safeway etc. It seems like ages and then if they have to count the exact change, man are they ever slow. In India I remember going with my mom for shopping each month. These guys used to have everything i.e more than 30 items in front of you from a small shack like shop where everything is stacked on top of each other in less than 20 minutes. (out here first you waste 2 + hrs to find all the things you want) and actually calculate the amount correctly to the last paise without using calculators or computers within that 20 minutes.
Go and see a doctor. Just to give a penecillin (which they give for everything) he'll spend 2 minutes with you, go for a rest in the back for 5-10 min. and then look at the next patient.
I can continue about this endlessly.......
The things are just too slow out here. These ppl would die of heart shocks if they stood behind a bank counter in India and had to go through more than 300 ppl each day that too when you don't work in temp. controlled environments.

More - here, most service personnel have the advtanges of computerised calculations, or a calculator at the very least.
In India, most of the shopkeepers do not have any of those and still they are able to calculate the weight, the rate, the total due, and your change within seconds.
I also remember the cashier at my bank in India (many years ago) - I never saw him use a calculator even though there was one right next to him.
Back then I used to think that they were slow - but compared to some of the service standards I have experienced in this part of the world, those guys were supercomputers
