After having paid the ROLF etc, the Paris br of the consulate asked me to amend my son's name in his passport to include the surname. The process involves placing ads in newspapers in India & UAE after which the Indian consulate here takes 4-5 weeks. I have requested them to issue the papers in his passport name as other identifications will be available (Passport number, physical features etc)? Will they accept my request or do I need to go ahead with the amendment. The Hindu paper charges US$ 2 per word for such ads and the UAE papers charge $20!

I recently applied for amendment in my passport to add my family name and addition of wife's name. The process of getting family named added to an existing passport is like this:
1. Get an affidavit for change of name typed on a non-judicial stamp paper. It is recommended that you make the affidavit in the same lines as per the performa given on the last page of passport application form.
2. Get the affidavit notarised.
3. Draft a newspaper advertisement in two daily newspapers - One should be an English daily and the other should be of Regional Language where you stay. Give a copy of the affidavit to the newspaper people as they will publish your ads only on receipt of copy of the affidavit.
4. Make sure to buy at least 5 copies of both the newspapers on the day your ad appears. Otherwise, you might be spending more money later buying old issues.
5. Fill up an application for issuance of fresh passport. Give the details of your existing passprt in the application form. Attach the original affidavit for change of name alongwith two original copies each of the newspaper ads with the application form.
6. Go the passport office and meet the PRO. Your application will be checked and you will be asked to deposit Rs. 500/-. Your old passport will be stamped 'Cancelled'.
7. The passport office will again conduct an investigation and will issue a fresh passport to you.

Your message is very good and clear.
But I have one question:
My wife applied for passport before marriage and has her surname, and now we are planning to change to my surname.
For this our both passports, marriage certificate and $20 should be fine.
But when I called Toronto Indian consulate, they said they will change the surname only if in the marriege certificate she has my surname.
And, the registrar in India said he can give marriage certificate only with her surname.
Now my question is: can I get my wife's surname changed even if the marriage certificate has her surname?
did anyone come across such issue?
