I have not been given my ROE

Hello CD members,
This is a problem that i face in my current work place.
I told my intention that i prefer to work as a consultant rather than to be on the payroll to my boss. He told me that he will talk to his accountant and then get back to me. He asked me if i took the 25%-75% health benefits that our company offered and i told him "NO". He then said that this would make it easy. He told me that in that case i would have to " Quit " and then join as a consultant to which i agreed. Also he asked me why i wanted to be a consultant rather to be on the payroll. I told him in a polished way the reason why which i know that he did not belive. He also asked me if this decision was temporary or a peramanent one and i told him that it was a temporary one (for his satisfaction and to be safe on my side)
Now , he never got back to me but i found that he had put me on as a consultant from the next payroll period.
Now even after 3 months , he has not given me a Record of Employment (Which should be given 14 days after i had "Quit" ). Is this normal? Will i get into some sort of trouble when i file my taxes as a consultant next year?
Also i had the oppertunity to go through his payroll records and i fould that he has put his 18 year old son on payroll (who was studying architecture in U of T) and i also found another person (who is no way connected to our office but a son of a wealthy client) also on our company's payroll.
What do Desi's make of this? Am i safe? What should i do?

Sidenote : I care to get my ROE b'cos if i quit this co. and then am employed in another co. on payroll in Canada (if at all), i will be eligible for EI after a min. period (i think 320 hours)

The min. hours to be eligible for EI is 910 hrs for the first time.

Keep in mind CRA is cracking down on these "consultants". I personally know of a few of these people who have been assessed. Infact CRA is approaching the employers and asked them to convert these "consultants" to full-time staff.
