I am a Gents and not a Ladies.
The income tax clearance certificate was always a requirement, and still is.
Just that earlier on, there was a time when even air tickets couldnt be issued by a carrier unless an IT clearance was produced; which got liberalised a bit to the extent that you had to have it in your possession when you left the country- the process of getting one was painful.
The process was simplified about 4 years ago, and unless the person has been blacklisted by the IT Dept, it is not a problem getting one.
You just need to have the forms ready, and take it in duplicate to the IT office, under whose jurisdiction you are assessed, and they will receive the application; as well as stamp and return one copy for you.
The form can be downloaded from the following link

Hope it helps,
Regards
