I am sponsoring my parents.

Do I have to Pay the "Right to permanent residence Fee" alongwth Processing fee at the time of submission of application:

"You will need to pay the Right of Permanent Residence Fee before the application for permanent residence of the person you want to sponsor can be finalized. We will send you a request to pay this fee when we are ready to issue the permanent resident visa."

Somebody advised that there is an 'option' to pay this fee now or later, but 5196 doesnt say anything about this option.

- Does this implies that this fee is to be paid 'later' and not now, with the application?

Note the wordings - can be finalized.

Besides it cleary states that you will receive a request to pay the fees.

You have a choice of paying the fees either now or before the visa is issued. If paying later, you will get a request to go and pay the fees. The only drawback in this that I've heard is it delaying the issuing of the visa by a few weeks.
