When I saw the headline, I thought it had to be in Tamil Nadu ;) (based on various discussions on this website over the past few weeks, no offence meant), but reading the article figured out its from Desi Tiger's old home state.....

Correction, my old home state was Kansas. This is pretty close though.

I know of a town in Oklahoma (another neighbor of Kansas) where the town charter specifically prohibits a "person of color" to venture 10 ft near a house owned by a white or to buy property in a white neighborhood. Although legally this restriction cannot be enforced today, rumors are that the townsfolk still uphold the charter by refusing to sell to "colored folks". Also, the fact that this charter is proudly displayed in the town hall says a lot about the mentality of the American Midwest.
