Aug 10, 2006 (AP)— Its scope was ruthlessly ambitious, causing destruction officials say would have been "unimaginable." The alleged plot to take down several U.S.-bound planes with liquid explosives appears to be unlike anything the world has seen in years.

Counterterrorism officials said Thursday the London plot appears to bear the fingerprints of al-Qaida, and may have been "the Big One" they have been dreading since Sept. 11, 2001, particularly as the five-year anniversary of the carnage approaches.

More than 20 people have been jailed, terror threat levels have been raised to some of their highest levels, and hundreds of flights have been canceled worldwide.

"The scope or the magnitude of this attack is much larger than previous attacks," said Rohan Gunaratna, a terrorism expert at Singapore's Institute of Defense and Strategic Studies.

He added that everything known so far points to involvement by Osama bin Laden's terror group.

"It is a classic al-Qaida tactic. It is a hallmark of al-Qaida to carry out coordinated, simultaneous attacks, and the aviation domain is certainly known to al-Qaida. They have obvious experience in working around that system and extensive knowledge of the aviation domain."

U.S. Homeland Security Secretary Michael Chertoff echoed those sentiments, saying the attack "was sophisticated, it had a lot of members and it was international in scope." He added that: "It was in some respects suggestive of an al Qaida plot," but cautioned that the investigation was still under way.

There have been dozens of thwarted plots around the world since the Sept. 11 attacks, and several that were murderously successful. Suicide bombers killed 52 people in London on July 7, 2005, 58 in two attacks in Istanbul, Turkey, in 2003, and 202 in Bali in 2002. Islamic radicals killed 191 people in Madrid on Mar. 11, 2004, then blew themselves up days later when police were closing in.

While al-Qaida's call for global jihad clearly acted as inspiration, there has been no direct evidence that bin Laden or his No. 2, Ayman al-Zawahri, had advance knowledge of those attacks, that they helped plan them, or that they provided financial or logistical help to those who carried them out.

The group's failure to match the destruction it inflicted in the Sept. 11 attacks has led to speculation that a global dragnet that has forced bin Laden into hiding and ensnared many of his most trusted deputies may have degraded al-Qaida's abilities.

Analysts said Thursday that is a theory to be believed only at the world's peril.

The airline plan had the potential to dwarf the attacks of recent years killing hundreds, perhaps thousands.

It also appears to have involved far more extensive planning and expertise.

Counterterrorism agents have been tracking the alleged plotters for months, and made arrests in London and its suburbs, as well as Birmingham. A British police official said the suspects appeared to be "homegrown," though it was not immediately clear if they were all British citizens.

Magnus Ranstorp, a terrorism expert at Sweden's Center for Asymmetric Threat Studies who has done extensive research into al-Qaida's efforts to recruit in Europe, said the foiled plot in Britain "could very well have been an attempt at 'the Big One.'"

Andrea Nativi, a researcher at the Rome-based Military Center for Strategic Studies, said the London plot resembled that of Sept. 11, 2001, in its ambition and was entirely different in scope from other terror schemes of recent years.

"By comparison, the London subway attacks look like child's play," he said. "The new element here is their cleverness in trying to overcome the new security systems installed after 2001 … No one can really expect to pass security checks with explosives in their pocket, they had to look for a plan B."

Rodolfo Mendoza, a police intelligence official in the Philippines, said the "modus operandi" is the same as al-Qaida has used in the past and he should know.

Mendoza was among the law enforcement officers involved in thwarting a plot by al-Qaida terror mastermind Ramzi Yousef this one way back in 1995 to use liquid explosives to blow up a dozen airliners as they flew across the Pacific Ocean to U.S. destinations, including Los Angeles, San Francisco, Honolulu and New York.

Like al-Qaida's decade-long effort to bring down the World Trade Center in New York, first in 1993 and then, disastrously, in 2001, the latest plot to blow up commercial airliners reveals the group's unwavering resolve, Mendoza said.

"These people are obsessed," he said. "They will try and try and try again to accomplish their mission." <----------------- (Bring me those virgins !)

British authorities are searching a number of homes and questioning 24 people in custody in connection with an alleged plot to blow up commercial aircraft flying from Britain to the United States — a plan officials say was only a few days away from being implemented.

The alleged plot involved using liquid explosives smuggled in hand luggage, Metropolitan Police Deputy Assistant Commissioner Paul Stephenson told reporters in London on Thursday.

As many as 10 commercial flights were targeted, according to reports. Two American security officials said the suspects had targeted United, American and Continental airlines.

"This is not about any particular community. This is about mass murder," Stephenson said.

"We think this was an extraordinarily serious plot and we are confident that we've prevented an attempt to commit mass murder on an unimaginable scale," he said.

British investigators worked closely with Pakistani security officials to uncover the alleged plot, according to reports.


While British officials declined to publicly identify the 24 suspects, French Interior Minister Nicolas Sarkozy said in Paris that they "appear to be of Pakistani origin."


British Home Secretary John Reid said the alleged plot was "significant" and that the plotters aimed to "bring down a number of aircraft through mid-flight explosions, causing a considerable loss of life."

Reid said the people arrested were the alleged "main players" in the plot.

Sources in the U.K. confirmed to the BBC that they believe the attack may have been imminent — possibly in the next few days.

Police said the majority of arrests were made in London, but arrests were also made in its suburbs and in Birmingham. They said searches were continuing Thursday in a number of areas. Police were evacuating homes in High Wycombe, a town about 50 kilometres northwest of London, near one of the houses being searched.

U.S. President George W. Bush said Thursday the alleged plot is a "stark reminder" that the U.S. is "at war with Islamic fascists."

London's Heathrow Airport was closed Thursday to all incoming European flights that were not already in the air. Security has been increased at all airports in the United Kingdom.

Authorities in the United Kingdom raised the threat level to "critical" following the arrests.

Officials said people should not fly out of Britain on Thursday if they can delay their plans. Passengers were facing major delays and congestion at Heathrow, where no liquids or hand luggage were being allowed on departing aircraft.

Delays flying to Toronto

Air Canada spokesman John Reber said passengers may be delayed by at least an hour if they are planning to fly from the United Kingdom to Canada on Thursday.

One flight from London to Toronto was on time early Thursday, but about a dozen other flights from London to Toronto were expected to be late.
Tips for travellers

The Canadian Air Transport Security Authority issued new rules effective noon on Aug. 10 after British police announced a plot to bomb commercial aircraft from Britain to the United States.

The rules will affect you if you're flying from any Canadian airport, including on a domestic trip.

Very Important

You can take carry-on luggage but it can't contain any liquids or gels, including:

* All beverages.
* Shampoo.
* Suntan lotion.
* Creams.
* Toothpaste.
* Hair gel.

The exceptions:

* Baby formula.
* Breast milk in bottles.
* Juice for a baby or small child.
* Prescription medicine with a name that matches the passenger's ticket.
* Insulin.
* Essential non-prescription medicine.

Put all liquids and gels in checked baggage.

If you're boarding a flight to the United States, you'll be asked to take off your shoes for screening.

If you can't take off your shoes because you have a disability or are elderly, security officials will check them with detection equipment.

Reber urged travellers to check the Air Canada website before they leave for the airport.

Passengers across Canada were advised Thursday not to carry gel or liquids of any kind on board, including shampoo and toothpaste, and not to bring drinks through screening points or on board. They were also being told to arrive early and be patient as security will be thorough.

All passengers heading for the U.S. on Thursday will have their shoes screened and all airports will likely have an increased police presence. Hand luggage will be allowed. The measures will be in place for 48 to 72 hours.

No evidence of Canadian involvement

Public Safety Minister Stockwell Day said there was no evidence that any Canadians were involved in the alleged bomb plot, but he warned that officials must remain vigilant.

"Canada is not immune to the threat of terrorism," Day told a news conference in Vancouver.

Urging Canadians to be patient, Day said he was working closely with American and British officials to co-ordinate security measures.

"Our reaction upon receiving this news last night was immediate," he said.

U.S. raises threat alert

In response to the arrests, the U.S. government raised its threat alert to red, its highest level, for commercial flights from Britain to the U.S. It was the first time that the U.S. had done so.

The U.S. government banned all liquids and gels from carry-on luggage on flights, including toothpaste, makeup and suntan lotion, but said it would allow baby formula and medicine. Security officials said there is concern about liquids and gels because of the possibility that components used in the making of a bomb could be taken on board in those forms.
