I'm a mechanical engineer in the product design and development field. I'm planning to immigrate to Toronto. Just submitted my papers to the CHC and yet to get the file no. I want to know...
1. Is Toronto a good place for Mechanical Engineering profession ?
2. Do I need to get a Professional Engineer certification to work as a mechanical design engineer in Canada ?
3. I read in some websites that I can apply for Professional Engineer certification even when I'm in India. If so what is the right time to apply for the certification while in India ?
4. Is it necessary for an IT professional also to get a PE certification ?

I think you have enough time to do all the research before you get your visa. Irrespective of the engg. branch, Toronto has the maximum opportunities for the new comers.
