Your brothers child (being a US citizen) should be fine to enter Canada on a birth certificate. Just ensure that atleast of of her parents is travelling together, and get a letter from the other parent permitting the 1st parent to travel alone with the child, without the 2nd parent. (I hope I got the point across)

On the way back, you will be asked to pull-over and get a stamp for your parents. That's normal.

Thanks for the info.. and i got the point too.
Actually, My brother had to mail the original birth cert. to get the passport and that is why he says that he has to wait until the passport come over.
