Toronto is definitely the best choice for a new immigrant as you can be mobile even without your own conveyance. And you will need that because immediately after landing you have to apply for SIN, open bank account and then apply for Health Card (OHIP). By the way, the OHIP kicks in only after 3 months and that means for the first 90 days you do not get any medical assistannce (free) from the government and hence you should take some sort of 'medical insurance' either before landing or immediately after landing.
You can also choose to live in Malton or Mississauga as these places are bordering Toronto and are part of GTA. However, it also depends on your field of work, which could dictate whether you should choose Toronto or Mississauga or Malton.
As far as accomodation is concerned, if you are single, you must have seen some posting for 'paying guest accomodation' for bachelors/singles on this site which would not only be cheaper but would get you other facilities as well such as Telephone, Internet and above all 'home food'. A couple of postings are for family members as well and I would say that instead of staying in a hotel or a guest house try these accomodations offered by 'Desis' and you will not regret.
Good Luck

We plan to make a landing in May/June of this year and we need some practical advice. We are a family of 5, all adults except for 1 teenager. We have family in Edmonton, but have selected Toronto for practical reasons, jobs, Indian community, etc. Most likely 2 or 3 of us would make a landing first, look for jobs, accommodation, etc. and rest will follow later. For cost reasons we were wondering whether to make a landing in Edmonton and stay with family and then move to Toronto or whether to land directly in Toronto, rent a place, and take it from there. Would SIN, OHIP etc obtained in Alberta be valid if we later move to Toronto or would we need to apply again separately? Would appreciate your advice.

Landing first at Edmonton and then moving to toronto may be costly and one may lose their focus on settlement.
Decide where you wnat to settle. do your research about city in terms of
your career
your children's education
your community
your life style
social and economical conditions
