I think most people have missed the OP's point - that calls originating outside the local calling area would be charged towards minutes. To my knowledge, nobody offers truly free incoming, not even Fido.
Everything here is free 'local' incoming, unlike providers in countries like India and the US which really offer free incoming calls.
no alex ... this is the first thing which hit me when I read the post, the reason being for incoming calls there is no differentiation between the location of calling party ( it can be from local area or another country ) ...
incoming call is incoming call ...
this is the reason I suspect that the plan was changed during the billing cycle in this case the calls received before the plan change will be charged as per old plan ( provided the receiver is in the local area ) ...
another possibility is that the receiver may be outside his local area then incoming call will be charged ( actually Long distance ) ...
Further as we are discussing this I would like to add that
if your # is from Toronto and you travel to Montreal or Vancouver ( anywhere in canada other than your local area )
then your incoming calls are charged ( Long distance )
and you can call local # ( of montreal or Vancouver ) free if you are within your monthly Calling minutes
This is the reason I suggested to take the bill to a kiosk and discuss in person ( as the CSR may be new and may not have all the info )
but again if this particular plan is setup in such a way that only local incoming is free ( which is highly unlikely ) ... then it is a different story

Hi All,
I would like to thank everyone for their time is providing me some valuble information. I wanted to post this message after talking to the bell mobility Customer Service to make sure I am posting the right information. Unfortunately I couldn't make time to contact the customer service as I had some additional workload at office.
So I called them twice before posting this message. Here is the summary of what I have found:
1. Bell mobility does offer free incoming as long as you are in your local area. For GTA, it obviously covers the 416 and 905 ( only 905 numbers in GTA not in areas like St.Catherines or Niagara where the area code is still 905).
Ofcourse this is not like the free roaming incoming plans offered by some providers in the USA
2.My additional bill was due to plan change and not due to the new plan. Infact my new plan now costs me only a total of 64 dollars(including taxes) per month and that includes unlimited nights and weekends + 200 anytime minutes.
