Thnx. a lot. Now I understood the process. I live in Austin, TX and the closest CIC doctor which my wife and I visited was in San Antonio, TX (90 miles from austin), so I guess before winding up from US, I visit that doctor and complete my new born's medical records and as soon as I land in toronto, start filing my sponsorship application.
In some other forum I read that you need to apply in a special category "ASYLUM" and also when you enter Canada with the baby, you need to get somekind of stamping on the baby's passport, otherwise it would be difficult later on to get PR for the baby...so I was really worried.

How old is your kid, last year we moved from kansas to toronto, me and my wife are Canadian, and our kids were american as they were born there,. We called the canadian consulate in TEXAS they sent us the form and we sent them back CIC canada and after 3 months we got their citizenship cards. for kids you dont need medical. when we moved to canada my son was only 2 months old he has only US passport so at the border they gave him 6 month visitor visa and in the mean time we applied for his card and we got it in 2 months or so.
So i will suggest instead of wasting time here just call the candian consulate in texas and tell them that you have a baby and how you can get his PR/citizen card. it too simple... No medical no other stuff, just send in the paper work and you get their cards.
What you say is not true for PR.
Since you are a Cdn citizen, your children were automatically Cdn citizens and hence you submitted application for proof of citizenship and your children received the citizenship cards.
For PR, the child has to be sponsored.
Also, children cannot become citizens unless one of the parent is already a citizen or the citizenship application was made simulataneously for parents and children or the child was born in Canada.
