My parents will be coming at the end of this month from India with permanent resident visas. Letter received by them with passports and visas from CHC New Delhi does not specify any documents that they have to carry. Do they need to carry any other documents with them other than the passports and visas? ( PCC, proof of settlement funds etc)

they only need PP's and COPR they received from Embassy. As you are sponsoring them they not need proof of settlement funds. No need of PCC either.
Make sure they have you address because they need it to give to Immigration officer in order to send their PR cards.

how come there are two medicals? is it just some cases that have two medicals or all.

Second medicals is only if they find some problem with the first medical reports- they could ask for specific tests.
