The time line specific to quebec filings are hidden amidst the other sposal reports compiled here in 'charcha'. There are about fifty odd pages that you may have to delve and research before you will hit one or two that are relevent to your question. Even then they might not be in reference to the current times. To the best of my knowledge they have slowed down considerably, either due to the increase in the number of applicants or due to attrition in their numbers, and hiring practices of the personnel.
1)A case that I have personally come across took a little less than eight months from the date of filing. But they pursued it through the Member of the Parliament to expedite the process. But I do not know if influencing the process did help at all. Because they claim that there is no speedier process other than their normal one. (No fast tracking)
2) & 3)There is tie up between the Feds and the Quebec Government. The Quebec department processes their applications with a little seriousness and haste. I would place it between four and six months. I guess, then the Feds take over from there and they might take anywhere from two to four months. That puts the process anywhere between six and ten months. Six being the soonest and the ten being the extreme. I do not know what your perceptions are and what you have heard from your spouse in this regard. If you do know anything more about the same please do post the same here. I will also know a little bit more from the people who are actually involved in the process like this.
Currently they are speeding up the process of uniting families. Ask your spouse to contact her MP or his office and get a little bit of information, which they do provide after the inquiry. Do provide the name and the file number associated with it.
