what happened if CHC rejected case just because someone cannot scheduled interview due to some reasons. It happened to my friend in India. If he can appeal against it. if yes where and how.

Your friend should have informed before the date of interview quoting the compelling reason. They normally re-schedule the interview. But if he did not inform, then they have no other choice but to assume that the applicant is not interested any more. In such a situation the application is refused / closed. Try requesting them to re-open the case as you would not have any ground to appeal. They may accept it but if they don't then your friend will have to re-file the application.
