My friend wants to apply for Canadian PR. He is an Indian National working in USA since 1998 as Software Engineer and he is on H1 visa

1)Does he need to take IELTS? When I applied in 2005, I did not take IELTS, I just submitted a written letter regarding my proficiency in English

2)Does he need to submit original educational transcripts in sealed envelope? He has original transcripts but he does not have them in sealed envelope.
Can he submit notarized copies instead of original?

What does this written letter abt English Profiency include.
What exactly we have to write in this letter & how long say 1 or 2 pages it shd be

Also abt Transcipts, yes it shd be in sealed envelope as far as I know

Ur friend can apply for the PR but it is not sure if the letter of english profiency other tan IELTS will be admitted by immigration authorities. Secondly one needs to send only certified true copies of relevant docs not the originals.

2)IELTS is mandatory?Can we apply now and take the test later?
I took TOEFL in 2002,will that work?
