Personally, a time tested remedy for me which probably I should think about 'patenting' , is to lower the temp and to wear sweaters while at home. Thermal 'andar ki baat' if necessary also. Cheapest and best.

Maybe I should perform a controlled study. Ask for a grant from somewhere. My hypothesis is that it would be the best based on personal finance basis. Combining both, wearing warm stuff and insulating would probably be the optimum taking into account also total electricity consumed, global warming etc etc..

I am still looking forward a way of making my tenants to wear "Warmer " ....:(

Separate utility from the rent. Let them take care of those, you will see them wearing winter coats inside home.
