A friend of mine is a Canadian citizen, but has a US green card and frequently stays in US. If he is less than 5 months in a particular year in Canada and still uses his OHIP card for checkup etc in Canada, what is the penalty? What can happen? Can he get away by just paying a fine or is it more serious? Also does the burdon of proof that he was away for more than 5 months lies with the ministry of health or with him otherwise.

Why does he need to Canadian Citizen? JUST FOR FREE HEALTH. People like your friend should get their cizien suspended because he is not staying in a counrty and geeting free stuff. People like paying taxes for them who does not deserve it.

First in 2004 you are concerned as to when will you get call for citizenship test. Then later you are worried that you have lost your PR card and how will you be able to get your citizenship without that.

Now your friend (????) is not staying in Canada for the minimum required time to be eligible for OHIP.

Are you (guys) really interested in being Canadian?

Healthcare is free (plus co-pay, if any) in the US too, if your "friend" is employed with health benefits in the US.

Or is your "friend" that stingy to pay the co-pay that he has to cheat to get Cdn health plan?

Or is he not employed and busy figuring whom to cheat - the US Govt by frequently living in the US with the green card (so he won't lose the GC) or the ON Govt by scamming the OHIP?

It would amount to fraud so check http://www.health.gov.on.ca/english/public/pub/ohip/card_fraud.html
It is your responsibilty to inform any change in address or status.

Your friend is misusing Canadian health care system , thereby indirectly affecting the quality of OHIP to deserving citizens/pr's .

Please advice your friend that this is not good for his own moral health!

But the fine could be in the range of 50000$ and/or imprisonment..
