You can try to get a visitor visa and then apply for PR after landing. But there is a risk that the visa may be denied. Other option is to do the regular family class PR, which might take 1-2 years.
As suggested in the previous reply, visitor visa is a definite option. However,it is most likely to be refused as intentions to settle down in Canada are contrary to issuance of visitor visa.
I would suggest filing a family sponsorship application immediately on the birth of the child. The process takes 3-5 months from the date of filing the application.
You have not indicated your location in Canada. You can approach any settlement agency in your community / neighbourhood. These agencies provide consultation and assistance free of charge.
If you are in Peel region, you can contact Dixie Bloor Neighbourhood Centre, located in Mississauga (Phone: 905-629-1873) and we can guide you with the application, procedure and supporting documents
Best wishes

If your intention to have the delivery in India is so that your wife and new born can receive good care and support during this delicate time, there is no point in returning to canada immediately upon delivery. Naturally, ATLEAST 6 months stay AFTER the delivery is advisable to achieve your objective. Within that time frame, you can apply for birth certificate, passport from India Govt. and apply PR for your new born from CHC, New Delhi. Remember, you can apply for PR even without passport, which you will need only while VISA samping, so you can start multiple processes together to save time. If you are planning to fly the child and mother before that,
1- it is very risky for the new born.
2- You need to evaluate your reasons for sending them to India for this.
I cant think of any reason more compelling than the health and well being of the new born.
All the best.
Hiren
