I dont understand the problem though, this site is basically free for Classifieds, then why not in forum. You seem to be stopping everyone, i have to say u are a very strict moderator, reminds me of principal of a school..lol

If you can't figure out the difference between "free classifieds" and a "charcha" forum, you don't really need to understand the problem. Just follow the rule.

Its good to see that you are a rule follower, i thought we desis were rule breakers.
Regarding the forum, i think it wont be a bad idea to start a forum category for those who wants to advertise, classifieds section will still be in use though either way.
Afterall, rules cannot be broken, but they can be amended for general public interest.
