A friend of mine was in a similar situation. He talked to his boss without telling him that he had an offer in hand with a better position. The boss told him that he should not expect any promotions in the next few years as there were many others ahead in line. So getting a firm answer my friend put in his resignation to his boss. The boss was surprised but could not say anything to my friend as he had very clearly told hime what and what not to expect in the present company.
So everybody is happy now.

At least he cannot crib as he was given a fair chance to offer growth.

Keep in mind try to maintain good relasionship with existing company. Whatever i know in canada next job will get with GOOD REFRENCE. If you spoilt your image or bad behaviour with your existing boss. Nexttime when you apply in some another company and most of case they are asking for refrence or they will ask you when you are in interview " are you ok if we contact your previous employer name, contact person,etc........
If you have bad refrence with existing company than may will effect to get next job.
Is just my opinion may be I am wrong, but in my case these my third job and each job in interview they asked me to give refrence. I maintained good relationship with privious managers so it didn't effect me to get next job.

Thanks all of you for contributing in this thread
After reading all replies, I checked with my friend & here are few more INPUTS from him:
For Job A
1. He already spoke to his Manager 2-3 times, shown his interest in other jobs. There were few opportunities in same company. Manager or company is hardly interested in putting him in other jobs. Logic is: my friend was hired for this particular job & needs to continue. As some one says ‘it’s easier said than done’.
2. He is in present job for almost 8-9 months & will complete training in 2-3 months as doing some certification as part of requirement ( from company)
3. He worked in 12 hours rotational shift. So working days & off days change every now & then. Family is little upset & can’t spend enough time with family.
4. His present job is not recognized for getting Professional Engineer (P.Engg) status in Canada.
5. Job is really secured one unless something bad happens.
For Job B
1. The job he is getting is similar to Engineer.
2. This job is eligible for getting P.Engg status in Canada
3. It’s a regular day work from 8 to 5
4. Only thing worrying him is what to say if decided to leave Job A. He doesn’t want to spoil relationship with present employer but he can’t say why & where he is leaving. So what should be the logical reason?
One thing is sure, my friend is not happy with present job, not enjoying what he is doing.
He knows this experience will not count as much if wants to make career as engineer. So instead of continuing for another 3-4 years & then move or change job, why not now?
