Travel document to Canada (No PR card)

Friends,

I want to mail my application for travel document (IMM 5524) to any nearest Canadian Consulate General Office as I do not have a PR card but I have a Record of Landing confirmation document (IMM 1000) .I live in California and my nearest Canadian Embassy is in LA.

I have checked the guide at http://www.cic.gc.ca/english/pdf/kits/guides/5529E.PDF

It does not say any thing about mailing the application.And also not clear about check list of the documents to be enclosed with application form (Photos,Cashiers check or Money Order for 50 canadian dollars and mailing address,Fedex or USPS with or with out return cover with self address and etc) and how many days it takes to get the travel document.

Can some one on this forum help me out .

Do you have a returning resident permit?

Read and complete all of the details. Also attach the same on top of all of the papers that you enclose and tick the papers those are in the package that you send.
Use a Courier. For an efficient and quick response back, provide them with a pre-paid way bill and a return envelope, through a courier.

Fees
You must pay a processing fee when you submit your application. The processing fee is CAD $50.00, or
the equivalent in any of the currencies accepted at the **visa office where you submit your application.
Once initial processing of your application has begun, the processing fee will not be refunded. If your
application is refused, the processing fee will not be refunded.
YOU SEND IT TO THE NEAREST VISA OFFICE.** (Please call and find out, if you can)

FEES, How to pay if you live out side Canada:
How to pay your fees if you live exclusively outside Canada

You have the option of paying your fees through the Internet or with an international bank draft or money order.

Option 1. Payment of fees on our website

To use this option, you need a credit card and access to a computer with a printer.

Go to our website at http://www.cic.gc.ca" rel="nofollow">LINK and select “On-Line Services” from the menu bar at the top, then “Payment of fees through the Internet”.

Once you have paid the fees, you must print the official receipt and fill out by hand the “Payer Information” section. Attach the bottom portion (copy 2) of this receipt to your completed application.

Option 2. Payment of fees with an international bank draft or money order

STEP 1. Use Table if provided, (3 to calculate the fees required.)

STEP 2. Obtain an international bank draft or money order.

The bank draft or money order must be made payable to the Receiver General for Canada and be in Canadian funds for the required amount. You should ensure that the bank draft or money order can be cashed through a Canadian financial institution and clearly indicates on its face the name and complete address (must not be a post office box number) and/or the transit and account numbers of the financial institution in Canada where it may be cashed. Incomplete or improper identification of the financial institution may result in processing delays and even in the return of your application.

STEP 3. Include the bank draft or money order with your completed application.

No,but I have Record of Landing confirmation document ( IMM 1000).

I became PR on 25th of June 2005 and been out of Canada since 29th June 2005.

So I want return to Canada before my status expires (3 years out of 5 years time frame).

The way out is (with least hassle) to take I-5 North (since you are in CA) and enter Canada by road using your car. That way you will not need a PR card.

When re-entering Canada from US in your own car(not sure if it can be done in rented car, the rule on CIC site, does not seem to differentiate), do they care that after you left canada and entered US, that you travelled by flight outside and came back into US by flight and now are entering Canada on IMM1000 via car ?

Basically, do they care if you have travelled to a third country once entering US ?

The rule on CIC website just says that PR card is optional when entering Canada by road in a non-commercial form of transportation, but does not goes into details as above. So I am hoping to find out from forum members, if they have done what I am explaining above.

Whether you have travelled to a third country makes no difference to them and they do not care to know about it. All they care for is your residency obligation.

But at the same time it does not say it is "optional".

"Required PR card to travel by Air,Bus,Boat or commercial carrier and does not apply if you are driving in to Canada in your own transport."

BTW,the document what I have is Record of Landing confirmation document.
Not IMM 1000.

Please clarify.
