Good day,
I had landed in Toronto in Oct with my family. While my family's PR cards were received around Nov, there was no mail concerning me. In Jan I have received an unsigned letter on red paper informing me that my photo (sent before visa stamping) does not meet specifications. I have been asked to appear in person with new photos within 180 days.
The problem is, I returned home a few days after landing and now cannot return without the PR card. Hence, I sent new photographs by mail, requesting for issuance of PR cards based on them. However, even after about two months there is no response from CIC.
Can you please advise what to do? Is it possible that CIC will issue the PR card without asking for appearance in person? If not, will travel document be issued by consulate even after the expiry of 180 days limit ... and PR card issued when appearing in person then? I am unable to travel by July as I am not ready yet ... and the cost is huge for a very short trip.
I shall be really grateful if you could help.

Now to get back to Canada, you will have to obtain a Travel document. Please follow the link and fill in the application and pay the fees to get re-entry into Canada.
After you land, please apply for a PR Card. Obtain one before you depart. Or stay back, work here and continue with your residency obligations.

They have provided you with instructions in their letter. Heed to those instructions and do what ever is necessary and obtain the PR Card that is most important to your stay here in Canada,

This happened with us too, me and my husband got our PR cards but for kids the same reason was stated "picture not correct". We landed in 2007 and plan to relocate in 2009, before our final relocation we'll apply for the kids travel document and ask for the card once there in Canada.
Yes the travel document will be issued by the Embassy even after the expiry of 180 days. The 180 days stated in there are for PR card photos. If out of the 5 years PR period, you relocate well in time to Canada before your PR expires and you can full fill your residency obligations, Embassy will issue you a travel document.
Most of us who come back home live in the myth that the card is needed and is a must, it is not true. For the people who return back home the card is not needed, it is needed when you full/final relocate to Canada and want to travel internationally. As per Govt. rules if you are not settled yet in Canada but maintain your PR, you can enter Canada by Travel document and ask for a PR card. PR card is for the people who are physically present in Canada (in case they travel internationally).
