Hello Raj,
We have a very good Lawyer who used to answer all of the difficult questions on this board. I will give a link to his web site.
He has a column called Ask a question. You will see that at the bottom of his page.
Post to him your question with all of the details, the family health issues etc., all of what you can come up with and drop him a line and see how he advices you in person.

Dear Sir,
I have lost my PR Status . My PR Card will expire in Feb2009, I have not completed 2 yrs physical Stay in Canada. My Question is
a) Can I apply NOW as fresh for second time for getting permanent Residency to Canada, while my PR card is going to expire in 2009?
b) Will CIC New Delhi consider my application again or they will not give visa second time since earlier I have not stayed in Canada and have not completed 2 yrs stay. Will they be biased?
c) Does any one has applied for the second time for Permanent Resident Visa ?
I shall be obliged if some one helps me in giving the reply so that I can take proper decision.

Hi,
Why don't you come here and then try for applying renewal of PR card?
Instead of launching the fresh PR applicatrion which will take time, you can try coming over here.
I have a friend who is shortage of 730 days and he is still applying for renewal. If you give a proper evidence of why you could not meet the obligations, the judge will decide based on evidence and the result vary case-by-case.
When entering into canada, they may be ask you how come you are going to complete the residency obligation. In that case, you can appeal for the humaniterian ground.
Like ftfl said, check with lawyer as well. You can check with settlement dot org etc.

Thanks for the mail. But let me know Will Canadian Immigration authority stop me at Airport of Canada and they wont let me in side Canada as I have not completed 730 days residence obligation the PR Card when will be sweep at immigration will show how many days I have completed in Canada. Pl let me know if you know the exact procedure. How your friend entered Canada inspite of less than 730 days , if you can send me some details, I can move quickly.
