On March 14, the Government of Canada proposed changes to the Immigration and Refugee Protection Act. The aim of the changes is to modernize Canada’s immigration system and shorten the time it takes to immigrate to Canada.

Those who submitted an application before February 27, 2008—the day after the federal budget, of which these changes are a part—would continue to be processed under the current system. But the backlog would stop growing and finally start coming down.

Going forward, anyone would still be able to apply, but CIC would no longer be required to process all new applications submitted on or after February 27, 2008. Applications not processed in a given year could be held for future consideration or returned with a full refund to the applicant, who would be welcome to reapply at another time.

The Minister would have the authority to issue instructions to immigration officers on the processing of applications, including with regard to jobs available in Canada, so that people with those skills and experience can be brought to Canada more quickly. The Minister’s instructions would apply to categories of applicants, not individuals.

Can anyone say what are the implications? Has anyone got more info on this and expected/projected processing times?

people from indian sub continent could be discriminated. it all depends on the nature of the minister.well obsolute power is often misused.i dont think new rules would ease immigration for indians. alberta province is crying for workers. new rules could can affect alberta economy too. lets keep our finger crossed.

Immigration for whatever the system might have been thought at first or later designed for, will never (I don't want to make it 100%) find an exact match with the needs and requirements of the Nation nor the employer. With ONE million applicants trying to enter and 250,000 to 300,000 intakes and with their families in tow, is a long line of people to please. This system has been like a fit that you can call as the round peg in a square hole. They just grow slowly, some sooner than the others, to fill in and make a fit. Still their body being here, their soul yearns and longs for their mother land. The bonds and the ties that a few have will never be broken or cannot be severed. Also it takes a long time to expand their horizons. ( Mittel and a few others are an exceptions to it.)

With technology at its infancy and research, currently dormant, the people who are entering are just filling in the stop gaps of human requirements. The cream of the crop as always ends up elsewhere. You have not taken the pay structure into the picture.

All of these were foreseen by the local think tanks years ago, but the baby boomers went into hiding and the family structures started to decline as the quality of life started to improve. You can see that from the building boom how the housing development and the infrastructure developed side by side. But the governments that were in existence at each of the stages, who increased the ceilings for the immigrant intakes, were shaky in their decisions at best and indecisive for sure, were happy to follow the number of intakes that were projected and set by the previous governing bodies.

Now the line up or the queue has a varied set of immigrants longing to enter. But the needs and requirements that are calling for are a mis match. Just to provide you with an example, the number of Engineers and Doctors that this country is seeking for their day to day needs are far too many that the line can provide. Even if it increases, perchance, their success in obtaining a suitable employment in a field of their choice solely depended upon the Professional Body that regulates their entry and checks their competence. They are the ones that facilitate this issue and had been unbending in their stand and has warded away all of the entrants. The local educational system cannot ramp up the entrants at that fast a pace to fill in the needs and the current shortage gap that we are experiencing. Hence the need that calls for has become exacting in nature and the people that Canada is looking for is specific too. But the past laws and rules that embodied the Immigration into Canada were stringent and it did not give a free hand to the selectors and the people who are at the recruiting end to do their jobs and it brought about another class of immigrants on PERMITS. They jumped the gun and entered and most of them got to settle down.

Did the Employer find a suitable match? or did the fit get closer to what the requirements called for? The Immigration officers were playing with the 'Shapo' blocks to see how they all worked out. Now even a two year old kid can do that, if provided with the toy and a training. Still the stumbling block that one encounters are with the Professional regulators and a pilot project that is currently in place might prove to be the best and a stepping stone for both the Immigrants and the ounce of confidence for the selectors.

No one wants to ruin the life of an immigrant, nor see them unsettled and unfulfilled in their life for ever. Now there will be some checks and balances. The tools have been there all along to see, To get this into braile for the blind to read it has taken them a hundred years. Go check the dollar bill on the left hand top corner. (In Canada)

Is this a bold and a better move or the paving of the way for higher ideals for all of us? Only time will tell.

Don't forget "The first Hundred Years are the Hardest".

I can feel it in the making. But you will have to wait and then validate.

Thanks for the enlightening write up. But can we have some real information? As to how fast the processing of apps goes?

And what about the skills that are currently required in Canada? Does anyone have a clue? My knowledge says that while the requirement is for blue collar workers, they have a point system based on white collar skills? What a paradox! Hope someone is able to correct me, as I hope my understanding is wrong.

skills with blue collared work is required.indian education is not valid there. white collar jobs are for the migrants not from third world countries.
engineer works in gas stations,stores
doctors---------------pizza delivery,security etc
C.A's-----------------not valid from india
M.B.A's from india---------fast food joints,gas stations, retail etc.
i am ready to work in blue collared jobs though im a computer engineer.
mentally prepared to work in clean,pollution free,corruption free,equal law for everyone country.
