Canada, US, Mauritiaus anything where english is spoken and is more/equally developed as India.

does anyone know of a country like that?

I know that The Bahamas has a Govt. program like that to encourage foreign investments.
The minimum needed is $250,000 BSD (pegged equal to the USD).
This gives automatic permanent residency.
If the investment is $500,000 or more, you can get expedited PR there.
From when I can remember, the process was only a couple of months or so.

I think some of the Middle East countries (Bahrain/UAE) also allow you to start your own business based upon which you get a residence independent of sponsors - type of business determines whether you need a local partner or not .

If you read the OP's post, you will see that he wants to escape India at any cost owing to parental compulsion and I have seen from a famous immigration facilitator that Czeck Republic is in need of major Business investors and one can immigrate there very soon and the laws are favourable for Business investing. I agree that most of them donot speak English and hence it may be difficult for an Immigrant to settle there. However, if they are allowing business investors in that country, it is fair to assume that they might be having some settlement programmes for the immigrants (Business).
Just wanted to tell the OP of all possible avenues.
May be the OP's friend can try Mauritius, Fiji as well.
Peace by TK

Although it was good advice to mention other countries...but at least indicate reasonable countries to immigrate to..
How can you mention countries like Fiji, Czech, Mauritius? I do not think these are possible avenues for somebody who is already a millionaire in India.
There is already a long lineup of applications at the Canadian embassy from Fiji and Mauritius....a lot of Indian descents want to flee these countries.
Why do you want him to jump into the fire from the frying pan?
I am really not sure if you are up to date with your Geography.
This guy has a million dollars to blow...let that sink in you first! A cool million dollars earned in India.
In a country (India) where you make this kind of dough at this young age you dont leave that country so easily.
If you really want to leave then you make sure you go to a country where you triple your dough in a very short time.
FYI: An average Canadian earns only 1.5 million cad dollars in his whole life time...only 1.5 million...think about that.
My advice to him: he should separate from the family but still reside in India.....invest in India. In a few more years he will be the happiest person instead of investing his money in strange and foreign lands.
Let his children grow up in his motherland! My advice.

I agree he will make more money in India then he will make in Canada. But thats my (and maybe yours (no offence meant)) middle class perspective. He may take major risks (as he has the cash) and become a millionare in a few months, or he may lose his investments. He is rich enough to not care about money as much (as i as a middle class person does) but wants peace and happiness for his family.

However there is NO WAY he can live in India at whatever cost.
I was looking at the BC PNP and it looked like something he could pursue. Come here on a exploratory trip, stay here and apply for a visa and start a business.. It looks like the best option so far..
