What is so surprising in this? When in India, they sing one song.. when in Pak, the opposite one. That has always been the 'diplomacy'.

What India needs to do, India has to do. But in reality, nothing much is going to happen.

This is not surprising at all, and is similar to past situations.
Pakistan has very slyly stated that any troop movements or aggressive action by India will cause them to redirect all troops "fighting" against the Taliban to be diverted towards India.
This is a sly hint to the US that they will "reduce" their "cooperation" with the US against its "war on terror" if India takes any action.
And that is not in US interests at all, which explains Rice's position.

All said and done, Indian military aggression against Pakistan is exactly what the terrorists are hoping for.
The moment that happens, the terrorists' aims will be achieved.
They will simply intensify their actions, striking freely and boldly in all parts of India against all civilian and military targets, killing and destroying indiscriminately.
Since there is an almost free movement of terrorists into and out of India, we will have both an internal as well as an external war on our hands.

Which means India should keep quite & let more attacks happen every now & then

I say, its time to take action now!

If India can't OFFENSIVE now, the when?

Are you living in Canada and advising India to attack Pakistan? You are the sly one; you will avoid getting roasted, when the nuclear exchange takes place!

Think through what you are proposing and you will see what I mean.

I am more than convinced that we can start, maintain and eventually win a conventional military war against Pakistan.
We have a bigger and more diverse economy, better financial strength, better military hardware, better training and (arguably) better motivated army personnel.

However, if war ensues, it will not be a conventional war.

There will be all sorts of side distractions.

For one, the terrorists will be elated and will leverage this opportunity to strike at civilian and other non military targets (buildings, stock exchange, etc.)
This is precisely what they want and we'll be playing right into their hands.

Secondly, a war between India and Pakistan will be bad news for the USA.
They will interfere through overt and covert means to end the war, and the result will probably not go in India's favour.

China could potentially use this opportunity to further their incursions into the north eastern territories and gain a bigger chunk of Kashmir.

There will be several other factors that will weigh against India.
Our tourism, IT and foreign investment sectors will be destroyed as a result of the war - Pakistan doesn't have these anyway so they aren't bothered about the effect on tourism and foreign investments.

I am not suggesting that we take this sitting down, either.

We are suffering a consequence of an old Achilles heel, something that has crippled us for many decades - our lack of foreign policy smartness and savvy.
There is no reason why India should be so helpless and disadvantaged in foreign policy negotiations, given our economic and military strength.
We have almost no leverage and no favours that we can call in terms of foreign policy.
In the UN, there is not one country that will go to bat for us in times of crisis, at least not within the G20.
In fact, there are some countries that are guaranteed to take a strong stance against us in the UN (Australia hates our guts for conducting nuclear tests in the Indian Ocean, China sees us as their biggest competitor in Asia, etc.).

We are seeing the results of an absolute and total failure of foreign policy during the last 30 years or more.
There is no one favour we can call in at this time.

Our relationship with Pakistan needs to resolved through savvy foreign policy, not brute force.

Here's what would have happened had we had some foreign policy clout -
Rice would have told us to exercise restraint (as she did).
Then she would have hopped over the fence to Pakistan and behind closed doors, told the Pakistani govt. that in order to avoid a military war with India, they need to actively and immediately -
- Hand over the 20 terrorist suspects that India has asked for
- Close down all LeT training camps
- Use CIA and MI6 intelligence to locate and destroy other training camps

If they don't agree to this, the US will immediately pull all military and technological aid from Pakistan and will not step in if/when India takes military action.

Anyhow, this is all wishful thinking.
I wish India had shrewd and savvy diplomatic negotiators who could do favours to other countries and call in those when in need.

I don't think any of this will happen and things will continue as they are.

I mostly agree to what pratickm said, except

Given even the Pak govt don't have real control on over 50% of Pak territory, for India to achieve an absolute win, miracles are required. Even with all the US might, they can't control Afghan or Iraq!!

True, but chances are this will remain a wish only. Just look at the qualifications of the current MLA's, MP's, political leaders etc. How many of them are really ethical, efficient and don't have any criminal background? Kabhi sudarega nahin.

Mumbai, where the issue started off now, has an MP in Govinda.. qualification? Film actor. How many times has he visited the parliment? Just once -to take oath. How can such politicians do anything good for the city? same story everywhere.
