Can anyone advice on the time taken by CHC, New Delhi to return the Passport (PP) after stamping the Permanent Resident (PR) Visa?

I have submitted my Passport (PP) on 08-Dec-2008 and the Indian Post (Speed Post) website states that the Passport is delivered on 15-Dec-2008

Is the Consulate Closed in the last week of December' 2008?
