Indian leaders past & present are obsessed getting the 'most liberal', 'most tolerant' tag. They also crave to get the Nobel Peace Price. Getting praised by western nations for their 'liberalism' is some thing they like best and will do anything and everything including selling the nation to get their goal.
Look at it this way. If they have to give a befitting reply to Pakistan, then that means they become accountable and that is a difficult task which may put them in a tight position where they have to plan, think, impliment policies and justify them to the world. The easier option is to just accept the defeat and preach peace. After all it is not the PM himself or his family that's being killed or harmed by terrorists.
By this drama they are passing the buck the next govt to deal with the problem. This a perfect recipe for a bigger disaster waiting to happen. Or else we would'nt have these terror incidents which are more and more daring in their intensity but also frequency. The problem can only get worse before it gets any better.
